N. Charles “Charlie” Thornton III is Counselor to the Chairman of the U.S. Commodity Futures Trading Commission. As Counselor, Mr. Thornton is responsible for assisting and advising Chairman Heath Tarbert on developing, communicating, executing, and sustaining strategic initiatives of the CFTC.
Mr. Thornton previously served as Director of the Office of Legislative and Intergovernmental Affairs at the CFTC, where he was the agency’s lead liaison with Members of Congress and key executive branch agencies. He was the top advisor to the Chairman Giancarlo on all legislative matters and also served as the Designated Federal Officer for the CFTC’s Agriculture Advisory Committee.
Before joining the CFTC, Mr. Thornton served as Senior Professional Staff and Counsel to the U.S. Senate Agriculture, Nutrition, and Forestry Committee under Chairman Pat Roberts, where he was responsible for Committee business regarding derivatives markets and oversight of the CFTC. He also served as Counsel at the Delta Strategy Group focusing on CFTC and SEC rulemakings, guidance, and no-action letters as well as legislative activity impacting the financial services sector.
