Washington--Commodity Futures Trading Commission (CFTC) Chairman William Rainer today announced several appointments to his personal staff.
Andrew Lowenthal was appointed Chief of Staff. Mr. Lowenthal, a native of Rye, New York, most recently served as Legislative Director for Senator Evan Bayh (D-IN). Previously, he served as Minority Staff Director, Senate Subcommittee on Securities, and Legislative Director for U.S. Representative Carolyn B. Maloney (D-NY). Mr. Lowenthal graduated from Cornell University.
De'Ana H. Dow was appointed Legal Counsel to the Chairman. Ms. Dow, a native of Cincinnati, Ohio, joined the CFTC in 1980 as an attorney in the Division of Trading and Markets. Ms. Dow served as a supervisor in the Contract Markets unit before being appointed legal counsel to CFTC Commissioner Barbara P. Holum. Prior to joining the Commission, Ms. Dow served as a staff assistant to Senator Walter Huddleston (D-KY). Ms. Dow graduated from the Georgetown University Law Center.
Laura Richards was appointed Legal Counsel to the Chairman. Ms. Richards, a native of Washington, D.C., joined the CFTC in 1988 as an attorney in the Office of General Counsel. Before joining the Commission, Ms. Richards was in private practice for five years. Ms. Richards graduated from Northwestern University in 1971, and from Howard University Law School in 1983.
Loraine Leonard was appointed Administrative Assistant to the Chairman. Ms. Leonard, a native of Norfolk, Virginia, most recently served as administrative assistant to former Federal Reserve Board Governor Susan M. Phillips.
