CFTC Announces Release of 1999 Report on Exchange-Traded Derivatives in Developing Capital Markets

Washington -- The Office of International Affairs of the Commodity Futures Trading Commission has released its 1999 Report on Exchange-Traded Derivatives in Developing Capital Markets. The report contains the responses received in answer to a questionnaire-template sent in 1998 relating to the exchanges and regulatory systems for exchange-traded derivatives transactions in certain jurisdictions with developing capital markets. The jurisdictions include: Argentina, Brazil, Bulgaria, Chile, China, Costa Rica, the Czech Republic, Greece, Guatemala, Hungary, India, Israel, Malaysia, Mexico, Peru, Poland, Portugal, Russia, Slovenia, South Africa, South Korea, Taiwan, Thailand, Turkey, and Venezuela. Designed as a broad review of current regulatory practices, the report presents the regulatory information in the terms used by the responding agencies, and does not represent OIA's or the CFTC's opinion. The report is the result of extensive cooperation with representatives of the surveyed jurisdictions, without whose help the report would not have been possible.

Exchange-traded derivatives, in developing capital markets, range from some of the most active markets in the world to markets in the planning stages. The report contains certain economic information as well as information on the core regulatory framework for each derivatives exchange included. The report acknowledges the desirability of increased transparency of regulatory approaches and presents a starting point for further investigation.

In releasing the report, Chairman Rainer said:

"I hope this survey will assist practitioners in their due diligence, will increase the transparency of the included markets' regulatory systems and will encourage additional work on improving statistical and market data."
