App. 2, section 10(a)(2), and Section 101-6.1015(b) of the regulations promulgated thereunder, 41 CFR 101- 6.1015(b), that the public meeting of the Commodity Futures Trading Commission Agricultural Advisory Committee (``AAC'') formerly scheduled for November 9, 1999, will be held on December 8, 1999, in the first floor hearing room (Room 1000) of the Commission's Washington, DC headquarters, Three Lafayette Centre, 1155 21st Street, NW., Washington, DC 20581. The meeting will begin at 1 p.m. and last until 4:30 p.m. The agenda will consist of the following: Agenda 1. Welcoming Remarks 2. Discussion on Deregulatory Initiatives a. Contract Market Designation b. Exchange Rule Changes 3. Discussion on CFTC Reauthorization Issues 4. Briefing on Agricultural Trade Options Final Rules 5. Briefing on Exchange Issues 6. Other Business The AAC was created by the Commodity Futures Trading Commission for the purpose of receiving advice and recommendations on issues affecting agricultural producers, processors, lenders and other interested in or affected by the agricultural commodities markets, and to facilitate communications between the [[Page 63013]] Commission and the diverse agricultural and agriculture-related organizations represented on the Committee. The purposes and objectives of the AAC are more fully set forth in its charter. The meeting is open to the public. The Chairman of the AAC, Commissioner David D. Spears, is empowered to conduct the meeting in a fashion that will, in his judgment, facilitate the orderly conduct of business. Any member of the public who wishes to file a written statement with the AAC should mail a copy of the statement prior to the meeting to the attention of: The Agricultural Advisory Committee, c/o Commissioner David D.
