CFTC Commissioner Quintenz Names Margo Bailey Special Counsel
Washington, DC — Commodity Futures Trading Commission (CFTC) Commissioner Brian Quintenz announced today that Margo Bailey will serve as his Special Counsel.
Prior to joining Commissioner Quintenz’s office, Bailey worked as Counsel at the Office of the Comptroller of the Currency (OCC) where she reviewed the derivatives activities of national banks and supported the OCC’s fintech initiative. Before the OCC, Bailey was Special Counsel for CFTC's Division of Swap Dealer and Intermediary Oversight (DSIO). While with DSIO, Bailey assessed swap dealer compliance with a variety of CFTC regulations and played a key role in drafting the preliminary and final staff reports examining the de minimis exception from swap dealer registration.
Before joining CFTC, Bailey was an associate at Cadwalader, Wickersham & Taft, where she advised clients on the implementation of the Dodd-Frank Act, including cross-border implications, entity classification analysis, trade execution requirements, risk management issues, and reporting and recordkeeping processes.

Bailey holds degrees from the College of William and Mary (B.A.) and Georgetown University Law Center (J.D.).
