The Global Markets Advisory Committee Announces Agenda for July 17 Meeting

— The Commodity Futures Trading Commission’s Global Markets Advisory Committee (GMAC) today released the agenda for its meeting on July 17 from 9:00 a.m. to 3:00 p.m. (EST) at the New York Stock Exchange (NYSE). Commissioner Caroline D. Pham is the sponsor of the GMAC.

Commissioner Pham announced Lynn Martin, President of NYSE Group, which includes the New York Stock Exchange, the world’s largest stock market, will be the keynote speaker at the meeting. Per von Zelowitz, Director of the NY Fed’s Innovation Center, will present the newly released findings from the Regulated Liability Network U.S. Proof of Concept regarding facilitating wholesale digital asset settlement.

The GMAC meeting will also feature panel discussions on “Treasury Market Reform: Implications for and Lessons Learned from Derivatives Markets,” “Swap Block Implications on Market Structure,” and “Tokenization of Real Assets and Institutional Adoption” along with updates from the three GMAC Subcommittees: Global Market Structure, Technical Issues, and Digital Asset Markets. Previously, Commissioner Pham announced the new members and leadership of the GMAC and its Subcommittees, with 128 members in total constituting the largest-ever single advisory committee initiative overseen by the CFTC. The GMAC Chair and Vice-Chair are Amy Hong, Head of Market Structure and Strategic Partnerships, Global Banking and Markets, Goldman Sachs, and Darcy Bradbury, Managing Director and Head of Public Policy, D.E. Shaw & Co, respectively.

The GMAC Global Market Structure Subcommittee Chair and Co-Chair are Brad Tully, Global Co-Head, Corporate Derivatives and Private Side Marketing, J.P. Morgan, and Michael Winnike, Director, Head of U.S. Market Structure, Global Trading Group, BlackRock, respectively.

The GMAC Technical Issues Subcommittee Chair and Co-Chair are Allison Lurton, General Counsel and Chief Legal Officer, FIA, and Tara Kruse, Global Head of Infrastructure, Data and Non-Cleared Margin, ISDA, respectively.

The GMAC Digital Asset Markets Subcommittee Chair and Co-Chair are Caroline Butler, Global Head of Digital Assets, BNY Mellon, and Sandy Kaul, Senior Vice President, Head of Digital and Investor Advisory Services, Franklin Templeton, respectively.

The GMAC was created to advise the Commission on issues that affect the integrity and competitiveness of U.S. markets and U.S. firms engaged in global business, including the regulatory challenges of a global marketplace that reflects the increasing interconnectedness of markets and the multinational nature of business. The GMAC also makes recommendations regarding international standards for regulating futures, swaps, options, and derivatives markets, as well as intermediaries. Members include financial market infrastructures, market participants, end-users, service providers, and regulators. Brigitte Weyls is the GMAC Designated Federal Officer, and Philip Raimondi is the GMAC Alternate Designated Federal Officer.

There are five active Advisory Committees overseen by the CFTC. They were created to provide advice and recommendations to the Commission on a variety of regulatory and market issues that affect the integrity and competitiveness of U.S. markets.
