CFTC Chairman Reuben Jeffery III Announces the Appointment of Michael J. Otten as Counsel to the Chairman
Washington, D.C. – Commodity Futures Trading Commission (CFTC) Chairman Reuben Jeffery III today announced the selection of Michael J. Otten to be Counsel to the Chairman, effective immediately. Mr. Otten replaces Terry Arbit who was appointed Deputy General Counsel for Regulation and Administration.
As Counsel to the Chairman, Mr. Otten will be providing the Chairman’s Office with, among other things, legal advice and policy analysis on statutory and regulatory initiatives.
Mr. Otten joined the CFTC in 2003 as a Chief Trial Attorney in the Commission’s Division of Enforcement. Mr. Otten has served as a supervisor of a team of attorneys and other professionals in numerous actions brought before United States District Courts and the Commission. Prior to joining the CFTC, Mr. Otten was a litigator in private practice in Richmond, Virginia.
Mr. Otten received his B.A. degree in 1990 from Manhattanville College, Purchase, New York (Cum Laude) and his Juris Doctor degree from the Boston College School of Law, Newton, Massachusetts.
